The coastal road encircling Pago Pago Harbor provides a flat, scenic cycling route through the heart of American Samoa that passes through fishing villages, open-air markets, the historic port area, and sections of national park land on a paved road with minimal vehicle traffic on weekday mornings. Pago Pago Harbor is one of the most striking deep-water harbors in the Pacific, encircled by dramatic volcanic ridges that rise steeply from the water's edge and create the natural amphitheater that made it a strategic naval base from the late 19th century onward.

The harbor road passes the American Samoa Museum, the fishing pier where tuna boats dock, and the open-air Fagatogo market where local produce and craftwork are sold every morning. The section that passes through national park land includes interpretive panels on the harbor's natural and cultural history. Flying foxes are visible roosting in the kapok trees along the road in morning hours before they become active at dusk. The road continues around the harbor's southern arm through the village of Utulei and past the park visitor center, where staff can advise on current conditions for the island's interior trail network.
